If you have received this error, it means that your domain has exceeded the hourly email sending limit set in WHM. You may troubleshoot the issue by following the below steps:

1. Please check if the account is sending a huge amount of emails.
2. Find the source of the spamming email account and stop any such script.
3. If an email address is compromised then try resetting its password immediately.
4. Alternatively, you can increase the Maximum percentage of failed or deferred messages a domain may send per hour from WHM >> Tweak settings.
5. Temporarily, you can remove the username associated with the domain in question from the path /var/cpanel/email_send_limits/ and restart exim.
